President Trump announced a second summit this month with North Korean dictator Kim Jong-un the same day that news leaked of a confidential United Nations report detailing the regime hiding nukes and selling weapons. In traveling there, Kim would be following in the footsteps of his grandfather, Kim Il Sung, who visited Vietnam in 1958 and was the last North Korean leader to do so.

Their agreement called on the two sides to 'work toward complete denuclearization of the Korean Peninsula, ' but without any specific language on verification or compliance.

Denuclearizing North Korea is something that has eluded the USA for more than two decades, since it was first learned that North Korea was close to acquiring the means for nuclear weapons.

Kim Jong Un's move could therefore help him consolidate bilateral relations and also learn from Vietnam's economic transformation. Vietnam was South Korea's fourth-largest trading partner past year, according to Vietnamese and South Korean media reports.

The second meeting between the two leaders was announced by the White House on January 18 following discussions with Kim Yong Chol, North Korea's lead negotiator on nuclear talks.

The president said he would meet with Kim in Vietnam on February 27 and 28.

"I have a hard time imagining Trump and Kim each riding on an elephant walking through a stream", said Lee, alluding to one of the city's most popular tourist activities.

CNN first broke the story last week, citing a senior administration official familiar with the matter. But spokesman Kim Eui-keum played down the chances.

The North Koreans have been asking for a declaration formally ending the 1950-53 Korean War, an appeal which has won support from the South Korean government and appears to be something to which Trump is prepared to agree.

The latest announced withdrawal of U.S. forces from Syria was made by Trump on 19 December 2018, when he claimed that Daesh* has "mostly" be eliminated, so troops can return home.

The three-year Korean War ended with an armistice that left the two Koreas technically still at war.

But a declaration to end the war would have to be signed by the leaders of the main protagonists, both Koreas, China and the United States, and experts say time is very short to coordinate such a step by the end of this month. In that agreement, the US said it would normalize relations with North Korea in exchange for "denuclearization of the Korean peninsula".
