The hard-right League has expressed strong support for Guaido, but coalition partner the 5-Star Movement has not, making Italy the only major European Union nation not to recognize him as Venezuela's temporary head of state.

The Lima Group of Latin American countries and Canada called Monday for a peaceful change in government in Venezuela, without military intervention.

Canada has already contributed $2.2 million for the humanitarian crisis that's forced some three million Venezuelans from their homes, sending ripples across the region, particularly in neighbouring Brazil and Colombia which are now faced with a refugee crisis.

In his State of the Union address Tuesday night, US President Donald Trump ratcheted up pressure on the embattled Maduro government, saying that the US stands with the people of Venezuela in their "noble quest for freedom".

In February, the administration of self-proclaimed interim president of Venezuela Juan Guaido said that they would hold an global conference in Washington on February 14 to seek emergency humanitarian assistance.

But speaking to reporters en route home from the United Arab Emirates, he recalled that a previous Vatican diplomatic effort to facilitate talks between Maduro and the opposition "went up in smoke".
