The pledge goes beyond the Yongbyon Nuclear Scientific Research Center, which Kim has previously offered to demolish, Biegun said at Stanford University in California. "But they can also be mutually reinforcing", he said.

He also said that Kim committed to dismantle and destroy all of North Korea's plutonium and uranium enrichment facilities if the U.S. takes "corresponding measures".

Biegun's comments - his first public speech in five months as Pompeo's special envoy - offered a rare insight into the USA administration's approach to North Korea that officials had previously declined to provide.

US and North Korean officials plan to meet for talks in Pyongyang after the Lunar New Year to iron out details of the second bilateral summit scheduled for late February.

The White House last month announced the second meeting between the two leaders will be held in late February following discussions with Kim Yong Chol, North Korea's lead negotiator on nuclear talks.

North Korean leader Kim Jong-un and South Korean President Moon Jae-in pledged to bring a formal end to the Korean War during their landmark summit in April a year ago. The president admitted he had not read an intelligence report when speaking to the press on Thursday.

Director of National Intelligence Dan Coats said during the hearing that North Korea "is unlikely to completely give up its nuclear weapons". "If the talks are held in Pyongyang, North Korean leader Kim Jong-un's instructions can be delivered immediately".

Despite what Trump has said, officials testified that North Korea isn't likely to give up its nuclear weapons, that the Islamic State has not been defeated and that the Iran nuclear deal is working.

President Donald Trump continued to downplay much of the criticism coming his way following an intelligence assessment that contradicted his administration's take on some of the global threats facing the US.

While Biegun conceded there was "more work ahead of us than behind us", Trump appeared upbeat about the prospects for a second summit with Kim.

"I have great respect for a lot of people but I don't always agree with everybody", he said.

Washington is willing to discuss "many actions" to improve ties and entice Pyongyang to give up nuclear weapons, the US special envoy for North Korea said on Thursday, but set out an extensive list of demands for the North, including a full disclosure of its weapons program.

Singapore, where Trump and Kim met in June, and Bangkok have also been talked about as possibilities for a summit.

Biegun suggested that intel report was taken out of context by the media, and rejected notions the Trump administration is naïve for engaging with Pyongyang.

The Senate testimony on Tuesday coincided with the release of the USA intelligence community's latest worldwide threat assessment, which detailed their disagreements with Trump's world views. "Progress being made-big difference!" he said.

If not, and diplomatic talks fail, the US does have "contingencies" in place, Biegun said.

Special Representative Stephen Biegun, who is in charge of day-to-day negotiations with the North, said the declaration will be required to acknowledge complete denuclearization of the regime.
