However, he said the North will be forced to take a different path if the United States "continues to break its promises and misjudges the patience of our people by unilaterally demanding certain things and pushes ahead with sanctions and pressure".

"Chairman Kim's firm commitment is expected to have a positive effect on resolving the Korean Peninsula issue smoothly in the new year", spokesman for the office Kim Eui-kyeom said, as quoted by the agency.

Kim and Trump vowed to work toward denuclearization and build "lasting and stable" peace at their landmark summit in Singapore in June, but little progress has been made since.

North Korea also interprets the pathway to peaceful relations on the Korean Peninsula as requiring an end to military cooperation between South Korea and the United States and its allies.

After months of bitter acrimony and public name-calling between the two leaders, Trump and Kim met in Singapore in June.

Kim has warned Washington not to test North Koreans' patience with sanctions and pressure.

Seoul and Washington are in a security alliance and the U.S. stations 28,500 troops in the South.

Kim's speech comes after year of unprecedented summitry, including the historic summit with Trump and three meetings with Moon and two with Chinese President Xi Jinping, and provided a rare glimpse into the general direction of the reclusive country's policy in the months to come.

"If the United States responds to our active and preemptive efforts with trustworthy steps and corresponding behaviour, [relations] will move forward at an excellent and fast pace", Mr Kim said in his speech.

Officials say they suspect the loss of information traces to a center employee opening malware attached to an email. North Korean hackers have in the past been accused of cyberattacks on South Korean state agencies and businesses.

Mr Kim added: 'If the United States takes honest measures and corresponding action to our leading and pre-emptive efforts, then (US-North Korea) relations will advance at a fast and excellent pace through the process of implementing (such) definite and groundbreaking measures'. On the front page of the ruling party's flagship newspaper was Kim touring monuments to capitalism, stepping out of a Chinese jet and smiling while shaking hands with the "imperialist" USA president. The US can defend the sanctions regime through its veto on the UN Security Council and its influence over South Korea.

The North Korean leader is asking Washington to take the next step to break the stalemate, such as allowing the reopening of the joint Kaesong Industrial Complex, analysts said.

That resulted in a dramatic detente a year ago, including three summits with South Korean President Moon Jae-in, and the historic meeting with Trump in June.

The two sides have clashed over the pace and sequence of talks, with North Korea demanding relief from global sanctions and the US seeking more steps toward disarmament.

It came after a year of high tensions when the North made rapid progress with its weapons development, carrying out its sixth nuclear test - by far its most powerful to date - and launching rockets capable of reaching the entire USA mainland.

Washington and Pyongyang have yet to reschedule a meeting between U.S. Secretary of State Mike Pompeo and senior North Korean officials after the North cancelled it at the last minute in November.

In the clip, Trump claimed his government had taken steps to improve USA relations with North Korea.
