A Wisconsin community is grieving the sudden loss of four lives, as a mother and three girl scouts were killed in a hit-and-run crash over the weekend that was allegedly the result of the driver "huffing".

The primary school aged children were bagging litter in a ditch on the side of a country road in the small town of Lake Hallie, 150km east of Minneapolis, when tragedy struck on Saturday morning.

According to police, the driver was huffing when the crash happened; it's when someone intentionally inhales chemical vapors. "The Girl Scout Movement everywhere stands with our sister Girl Scouts in Wisconsin to grieve and comfort one another in the wake of this bad tragedy".

Woldhuis said the mother and daughter who died attended Chippewa Valley Bible Church, where he presides.

Chippewa Falls Area Unified School District Superintendent Heidi Eliopoulos spoke during Sunday's news conference. They also were on site Sunday.

Eliopoulos says it's a "difficult time for our students, families and staff", and that the district will provide support "for as long as needed". Authorities say the 21-year-old man driving the pickup later surrendered.

One vigil, outside the Halmstad Elementary School which some of the girls attended, saw hundreds of mourners gather in near freezing rain to pay their respects to the victims.

The driver accused of hitting and killing three girl scouts and a mother with his truck is expected in court Monday morning.

Colton Treu, 21, of Chippewa Falls, Wisconsin is charged in the crash that killed three Girl Scouts and one volunteer while they were picking trash on the side of the road.

The fourth-graders from the Chippewa Falls School District were picking up trash along County Highway P as part of a community service project when they were struck.

Police say a black Ford F-150 ute crossed a lane, veered off the road into a ditch and hit the group.

"Our hearts are broken for the girls and families of the Girl Scouts of the Northwestern Great Lakes", Sylvia Acevedo, CEO of Girl Scouts of the United States of America, said in a statement Sunday.

Two girls and a chaperone were killed on the roadside, according to the Lake Hallie Police Department, which is investigating. Two other children were injured.
