Trump calls court ruling on N.C. redistricting 'very unfair'

Republicans in 2016 won 10 of the 13 House districts - 77 percent - despite getting just 53 percent of the statewide vote, almost the same result as in 2014.

The chances that the districts would get redrawn before the November 6 election dropped significantly Friday after those who had challenged the map told the federal court in a brief it would be a bad idea to try to set new districts ahead of the midterms.

"Plaintiffs have concluded that a statewide redistricting just weeks before Election Day would not be a good-government solution", the North Carolina Democratic Party, Common Cause, and League of Women Voters said in their filing.

Republican leaders plan to appeal the decision to redistrict to the U.S. Supreme Court.

The Virginia General Assembly met Thursday to discuss redrawing the House of Delegates districts. They asked the court to appoint a "special master" to draw new districts that would be used in the 2020 elections.

The judges raised the possibility of imposing new maps for the coming elections, even though primary elections have already been held.

Normally that's the legislature's job, but the plaintiffs want the authority given instead to an outside expert, they wrote Friday, and on Monday the judges did note that they planned to hire one just in case they "conclude the General Assembly is not entitled to such an opportunity or we conclude that the remedial plan enacted by the General Assembly fails to remedy the constitutional violation".

The panel did not indicate when it would issue a final ruling.

The current maps were drawn after a different set of maps were found to be an unconstitutional racial gerrymander. North Carolina's legislative leaders were upfront about their partisan intentions.

Democrat Lamont Bagby spoke about the plan to craft a new map Wednesday.

The Supreme Court is required to either affirm or reverse such redistricting decisions, so it will nearly surely accept the North Carolina case at some point. The court said 11 districts, including many in Richmond and Petersburg sorted voters based on skin color in 2011 -- which was when the maps were originally constructed. And President Trump's nominee to replace him, Judge Brett M. Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit, is generally viewed as more conservative than Kennedy.

At the moment, both Governor Tom Wolf and Senator Bob Casey hold comfortable leads against their Republican challengers, but a large portion of voters, notably Republicans and independents, are undecided in those races".
