Amazon is trying to expand its network of package delivery couriers by offering incentives, including discounts on vehicles and fuel, to new business owners.

Amazon says qualified entrepreneurs could start businesses with as little as $10,000, although that does not include the cost of hiring drivers. According to the company, successful delivery partners can make up to $300,000 in annual profit. Entry costs for Delivery Service Partners start at $10,000 - an initialexpense Amazon will reimburse to qualifiedmilitary veterans from a specifically allocated $1 million fund.

A brochure about the new program details everything that interested would-be shipping magnates will need to launch their delivery business, and that means purchasing vans, handheld devices, uniforms, vehicle insurance, fuel cards, and hiring drivers. Amazon would essentially be the customer for the businesses, as it would pay the contractors for pick-up and delivery from its 75 US delivery centers.

"You choose the pace at which you want to grow, and you get an opportunity to be a business leader in your community", Dave Clark, the senior vice president of Amazon's worldwide operations, told CNNMoney.

"We evaluated how to support our growth, we went back to our roots to share the opportunity with small-and-medium-sized businesses".

Drivers will be full-time workers instead of contractors, and Amazon will require business owners to give them paid time off and other benefits.

What Amazon was willing to pay per delivery, per mile driven or per month was not disclosed.

The branded vans can only be used for Amazon deliveries, an Amazon spokeswoman said.

Amazon is looking for entrepreneurs to buy in on the local level and run a fleet of up to 40 delivery vehicles.

The company has also very publicly made it known that drones play a part in its potential last-mile delivery solutions.

Others pointed out that small-business owners would be largely dependent on Amazon for work and wages.

Amazon has been slowly building out its own delivery system over the past few years as a way to better control its logistics chain.
