But Trump's aides say a peace agreement early on could lower tensions, clear the air for future nuclear talks and undercut North Korea's longtime contention it needs its nuclear programme to deter a "hostile" United States.

White House press secretary Sarah Huckabee Sanders made the announcement on her Twitter account Tuesday afternoon, instilling more confidence that the summit aimed at denuclearization of the Korean Peninsula, will happen on June 12.

Asked to comment on speculation that Mr Putin might meet Kim at a regional security summit in China this weekend, Mr Putin's foreign affairs adviser, Yuri Ushakov, said no such meeting is planned.

The president's national security strategy, released in December, said little on the subject. Former US President Jimmy Carter (1977-81) and Bill Clinton (1992-2000) had met the reigning North Korean leaders but only after vacating the White House.

Hosting the historic meeting between Trump and Kim represents a diplomatic coup for Singapore, which lies nearly 5,000 kilometres south of the North Korean capital, Pyongyang.

The White House last month unveiled its own commemorative medallion for the summit, showing Trump and Kim looking at each other with their nation's flags behind them. The former U.S. ambassador to the United Nations has been described as one of the most ardent hawks against North Korea, and has received widespread criticism for his approach on dealing with the regime.

There are also suggestions that the North Korean leader is acting out of concern that disgruntled military officers might attempt a coup when he travels to Singapore later this week for a summit with Donald Trump.

Trump aims to persuade the North Korean dictator to give up his country's nuclear arsenal in exchange for relief from US economic sanctions.

North Korea made no immediate reference to any military changes, and it remains hard to assess whether the shake-up could signal a significant change in North Korean policies.

With days to go before the meeting, it remains unclear whether Pyongyang is willing to take that step, or whether it is using the promise of talks as a way of easing Trump's "maximum pressure" campaign.

It is a shift from the speedy, "all-in-one" denuclearization the USA has demanded from North Korea.

"It looks like they needed someone who can have a firm grip on the military and dynamically push ahead with the new policies amid changes in US-North Korea relations", he added.

"But whether it would also be the start of eliminating the dangers North Korea poses to its neighbours with its weapons programs and to others with its exports of weapons and technology is far from certain".
