California police reveal that 10 children have been found in a home in Fieldstone Court in Fairfield, Northern California, living in filthy and frightful conditions amid feces and garbage.

According to the police department, officers returned a missing 12-year-old boy to a home on Fieldstone Court in Fairfield, located roughly 45 miles northeast of San Francisco, on March 31.

Officers found the youngster a short time later "asleep under a bush in a yard of a nearby residence", according to Hurlbut.

But officers say the conditions between their first visit in March and their second on Friday had not improved, although they did conduct a search of the home.

The mother, 30-year old Ina Rogers, was arrested and booked into Solano County Jail for child neglect the same evening. The children, who were taken into protective custody by Solano County Child Welfare services have been placed under the care of relatives.

During the following six weeks, investigators say the children started to open up about how Allen was treating them. Away from their parents, the children revealed a history of severe physical and emotional abuse, police said.

As a result of that investigation, an arrest warrant was issued for the children's father.

"I'm horrified at the statements given by these children", said Sharon Henry, the Solano County Chief Deputy District Attorney.

Lt. Fairfield Police Department Greg Hurlbut said the children were living in unsafe living conditions. She posted $10,000 bond on April 9 and a pre-trial conference will be held July 16.

The Solano County District Attorney's Office described this type of crime of torture as inflicting pain with the intent to cause cruel and extreme pain and suffering, and in this instance, for a sadistic objective.

According to Associated Press, the mother stated that the house was in that condition because she tore it apart while looking for her missing son, who was, according to her, angry because his tablet computer was taken away.

"I strive and I pride myself on being a good parent to my children", Rogers told CNN affiliate KGO/KTXL.

She gave reporters a tour of her house on Monday, saying that the police had left a mess when searching the home. "He looks like a scary individual, and that's why people are so quick to judge him", Rogers said.

Jonathan Allen, 29, is charged with nine felony counts of child cruelty and seven felony counts of torture, Hurlbut said.

"There's no broken bones, there is no major scars, nothing", Rogers told reporters in front of her house.

Rogers said the children slept in one bedroom because they were close; cots were stored in a bedroom closet.
