David Friedman, a former NHTSA acting administrator who now is director of cars and product policy for Consumers Union, the advocacy arm of Consumer Reports, said the Tesla-NTSB spat could delay the investigation if the agency doesn't have all the electronic information it needs from the company. However, the automaker will be free to defend its Autopilot technology.

While this clearly irked the NTSB, A.P. reports the NHTSA said it has no qualms with Tesla. "And then we can be better at meeting goals", said Musk, who owns almost 19 percent of Tesla and is tied into the success or failure of the company. The agency was frustrated that Tesla had been talking about an open investigation. It also says automatic emergency braking "is not created to avoid a collision and is not a substitute for maintaining a safe traveling distance" from other vehicles.

Tesla added: "Last week, in a conversation with the NTSB, we were told that if we made additional statements before their 12-24 month investigative process is complete, we would no longer be a party to the investigation agreement".

Tesla is turning to local machine shops to address quality issues with deliveries from its parts suppliers, and stacks of rejected components have been spotted outside at least one such outfit.
